Bit disappointed about how that developed summed them up:

'We want to kill everyone that isn't us'... I don't quite think he got what thru were about.

In Skyrim, the Dominion is a copy-cat (ah...puns) one of the 2nd Era Dominion. They're depicted as these ruthless Elven Supremacisists who effectively want to put Elven kind above the previously dominant man. They want to subjugate, but not kill all other races, and restore Elven dominance such as in the 1Era. They're also trixtures. The Thalmor have this KGB-CIA take you away in the middle of the night feel. They should be intimidating and deceptive, not barbarians by saying 'we want to kill all'...

I'm sure this is just an overenthusiastic simplification on this person's part though. I hope they retain the feel they had in Skyrim, I know I loved them - or loved killing them...

Maybe the author heard wrong or Zenimax is just saying that to not confuse Skyrim players who only get the lore through Skyrim. Who knows?

I think they are doing that for gameplay reasons. I have read about the walking city before and dreamed of it in a TES game, but if I assume right they dont want to do the extra work for the AI or whatever that controls the city.

Or maybe they want to leave that to Bethesda.

No, I agree, it was done because of their limitations in development. A moving city is beyond the capabilities of modern mmo developers. Still, it creates lore problems.

EDIT: At least we'll get to visit the place...
