Well since there's no dawnguard for ps3 can there be patches with new spells like resurrecting someone fully? And not making zombie noises and possibly dragon bone weapons patch

There is already a beta patch on the PC version, it should come our way within the next week.

there will be no content patches Pete Hines said it himself and as for ressirecting someone fully there is the dead thrall spell to resurrect people forever to fight for you or did you mean if a npc
dies and you want them alive again?

Generally all patches do is fix known bugs or issues and so they will only apply to the main game, what you are after is new DLC
