I think this is a GREAT idea . . . It could be a kind of in game newsletter giving updates in the PvP battle in Cyrodil, or makes an announcement whenever a new Emperor is crowned (like gives a Bio of the character, their guild and other stuff).
Yes, this definitely a great idea (I don't know about operating the newsletter, but there certainly could be a lot of quests associate with it)
in the morrowind expansion there was a newsprinting room that spoke the truth about king helseth. you could find pages of their newspaper scattered all around Mournhold.
there was also a news printing company on Oblivion that mentions you if you took part in the thieves guild quests.

I think it's a great idea. All ZOS really would have to do is put one person on that job specifically, and have them release a new paper every week with jokes, articles, maybe occasionally even mentioning specific players that did something awesome. Perhaps players could submit articles for review and some might get put in. Guilds could pay for advertising in the paper (in game gold, not real money). New emperors could be interviewed or quoted. Something like this could add so much to the community, even if only 20% of the players read it regularly.
If they do this though, I wouldn't want it to be simply a newspaper shows up in your mailbox once a week. I would want street vendors to go around the major cities selling them. Maybe when a new edition was out they could go around yelling about it.
I like the idea. Would be fun reading an in-game newspaper, +1 for immersion.
