Next Character Build

Laser/Explosive non-VATS sneaky build

My play style is usually far away and sneaky. I like to engage targets from range with ballistic weapons like sniper rifles, lever actions etc. or sneak closer for an easy critical headshot but I wanted to try something new next game.
I'm glad New Vegas has iron sights on most weapons as I don't use V.A.T.S. very much. I don't know the math on Intelligence like FO3 for leveling so I could be off on the starting INT and whether I should get Comprehension and/or Educated for perks.
I don't care much for winning this game with diplomacy or dialogue, hence the low Charisma but sometimes you can't get around a speech or barter check so I tagged those two skills so I have something to work with.
No implants or Intense Training is included in this build but those might be nice to get. This build's primary focus is laser weapons, maximizing general damage and critical, explosives for kicks or the occasional mob of enemies.

I recently remade my leviahtan.. energy and zyx.. explosives builds into one energy explosives build...

http://fallout.wikia.com/wiki/Weapon_Handling lowers the strength requirement to hold weapons by 2. I thought it would be a good idea in order to be able to use some of the higher end energy and explosive weapons that are heavier (gatling laser, tesla cannon, fat man, grenade machinegun etc.) I guess if you don't plan on using any of these you can substitue this for a different perk

being a few str off on a weapon that basicaly wipes out an area isnt an issue realy;/
