This what I was thinking at first as well. But the sneak attack mechanic in ESO seems to have different factors. The main factor is a sneak attack does double damage compared to using that attack as a normal attack. So in that case a 2hand weapon would do more damage. But there seems to be a different mechanic in place for the Nightblades stealth opening attack ability called Veilled Strike. (think Backtab or Perf from DAOC) From what I hear the damage this ability does is not changed by using different weapons, (daggers compared to 2hand) but it still does a lot more damage than anyother ability being used for a sneak attack with a 2hand weapon. Veiled Strike also Stuns the target for a good duration. I hear you can land Veiled Strike use a hotbar attack then hold the mouse button for a power attack and knock the target down before they can even engage you.
Edit. It maybe because Veilded Strike uses magic damage so the weapon type you have equip is not factored in....
I wonder if people will even have a chance to fight CC vendors.
You can use dodge to break a stun but it costs a lot of stamina as far as I can see on the web sites.
So even if they did break the stun they will of used something like 50% of their stamina in doing so, then you still have the nightblades follow up attacks. If they are specced in two handed weapons this can cause splash damage as well. http://tamrielfoundry.com/weapons/
And with the two handers doing more damage the lower the health of your opponent is this could be a devastating build.
Open up with [Active] Veiled Strike - Deals increased damage and stun enemies. Requires Stealth.
Follow up [Active] Reverse Slash – Deals physical damage which increases based on the target’s missing health.
End move [Active] Uppercut – After a short cast time, deals physical damage to an enemy, stunning them for a short duration and knocking them back a small distance.
After that I doubt there would be much left.

Earlier someone mentioned the bug with the bow and its stacking damage in beta. They found the bug and fixed it, they also had one with speed. It was on a video I was watching.
You do know that those numbers haven't been officially released, right? I would change your post right now because you are basically putting up leaked information. The skills have come out, but the numbers haven't.
Thank you! Just go out there and play the way you WANT to play and have fun with it. The versatility of this skill system 'should' lend itself to numerous effective skill loadouts. (at least I hope so)
Like others have said I don't see why they wouldn't just carry over the Skyrim notion that bigger weapons have a smaller sneak damage bonus.
