Non-hostile Legion when villified?

I am at villified status with the Legion, yet when I go to Cottonwood Cove, I do not encounter any hostility with the Legion members there. I am able to pretty much go anywhere without any problems (although Boone is my companion, and I have to leave him behind so he doesn't go ballistic with all the Legion there). Is this normal?

If you have to Mark of Casear, given to you after you meet Mr. House, then they will give you safe passage there. Not sure about the other Legion soldiers you may come across in other areas.

For some reason they don't get hostile towards me if I piss them off before dealing with Benny. I can visit their bases without any problems. Same with the NCR.

You are also "forgiven" for your crimes against the Legion when handed the Mark, but I don't know if that changes your rep to a more favorable standing, or if it just suspends hostilities until a certain point in the game.

Haven't dealt with Benny yet (that's next on the main quest agenda), I'm not wearing Legion faction armor, and I don't have the Mark either.

This used to annoy me but a couple of remarks some of them make, such as "when the time comes I'll be the one to kill you" when your vilfied. Seems to me they're not permitted to attack you on sight yet, just defend if you attack them.

Yeah, that could be true. They said that when I was neutral as well, but maybe they only stop saying those things if you are liked or idolized or something.

Until you fail the Beware of Caesar's Wrath quest or whatever its called they will not attack you on sight. I use this opportunity to mine their sleeping mats.
