Not Using The Full Power of PCs and Consoles

This has been brought up in the recent view distance fog thread so I thought I would make a new one out of the topic. Will ZOS have certain restrictions for how much power ESO actually uses out of the machine it's playing on? For example, during the live gameplay the character was playing solo while exploring morrowind. The player was playing on a super high end PC, but his view distance was limited quite a lot even when there was not supposed to be fog (it was a clear night not stormy). Im worried that on consoles the game engine will only use the consoles hardware to a certain point, and therefore, the graphic will not be what they could be. Also for pcs, If ZOS is focusing so much on making this game playable for lower end rigs, how and when are they going to figure out how to use high end rigs to their full potential. Certain small graphical sliders don't count.

It's called different graphics settings.

I assume that they would develop to the extent of the console's capabilities since they are stuck with that hardware for the life of the console hardware.

As far as PC's go, like NO_Walking said, "graphics settings".

My only question with regards to PC's would be... if you set all the graphic settings to the highest option, what % of the capabilities of a top-line PC build will ESO take advantage of exactly?
