Ok, the article overall is about the hardcoe mode and some other bits and pieces.
He starts out mentioning that the Medicine and Survival skills at least feel a lot more important in the hardcoe mode and that the blinking lights of a Nuka Cola machine can signal your salvation, he also mentions checking the toilets in Fallout 3 and swearing to never again go near one after finding out what happens when they're used and continues on to say that with the hardcoe mode in New Vegas you will be actively seeking them out. He admitted that in his playtest, he found that the Doctors ingame were more important than they were in Fallout 3 and regretted taking out Doc Mitchell
With regards to weapons and ammo weight being in for the hardcoe mode, it's mentioned that he was more appreciative of the games Melee Weaponry than he was in Fallout 3.
He also mentions that he feels the dialogue and voice acting is much improved from Fallout 3 even though the dialogue itself is still relatively brief with what they can say within the limits of the games engine.

By the closing remaks to the article, he seems to have played Fallout 1 & 2 as he mentioned (my one direct quote from the article). There's little doubt that it captures the underlying spirit of the first Fallout far better than Fallout 3 did - the dark comedy is more cutting and the people you come across are often deeper and more interesting to toy with, It's an altogether Fiercer game.
He also admits that the graphics can be said to be getting rough around the edges and that it's the hardcoe mode which stands out most for himself and that he didn't manage to make it into the Strip in his playthrough.
