NPC Guard Behavior

Curious, has their been any documentation (media or otherwise) as to how the NPC's "in town" will react to violence. I guess I'm more curious if TESO will be similar in some respects to Ultima - that regardless of faction, we can attack anyone at any time (and loot them), though being "in town" will result in a penalty (guard spawns, civilian NPC's freaking own etc.).

I bring this up for a few reasons, Elder scrolls has always had a handle on realism, you kill a person - even if they were needed for a quest - too bad.

TES games didn't let you kill certain NPC's only those for minor quests.

There is no way they will let you kill NPC's in towns. Just no way.

Edit: I hope this isn't a stealth "Why isn't this TES6" thread.

I would really like to see guards dragging other players off to the dungeon for committing violence in towns :)
