Do NPCs have perks?

I wonder if the NPC have perks...sometimes I fight a guy with a big old warhammer and he can kill me in a single blow...and sometimes I might face another bandit and he might hit me with a warhammer again and do a lot of damage but not kill me outright. I dont know if the game generates enemies that have perks and matching skills, because if that its the case the it is pretty cool that I dont get an "unfair" advatage

Yes they do, that what make things get harder down the roads when the players get stronger.

I think so. I saw Karliah doing some sneak rolls. Think i saw some mages dual casting too...But i do not quite remember if they actually combined a spell. If they do, then they have that perk.

Edit: Ninjas have beaten me. Apparently they do. Neat :D

Yes they do.
But random Bandits/Smugglers/etc probably do not.
Some are just higher levels than other.

I've been decapitated sometimes, so i'd presume some of them have that perk aswell.

Seems to me that when you get a perk, that perk also applies to some enemies.

Example:

Learn decapitate perk = some enemies are also able to decapitate.

Or it's just level based. Or perks are just assigned randomly to a freshly spawned enemy.
