How about have it into 9 factions. Cyrodiil (Or full of petty kingdoms.) Morrowind, Skyrim, Kitty land, Black marsh, The Aldmeri Dominion, High rock, Hammerfell, and Orsinium? It would be more lore friendly and make the PVP parts of the game more interesting. For example: The Ebonheart pack not only makes little sense, but was not even mention in the the SP ES games. Same goes for the Daggerfall covenant.

Maybe not have them as racial factions. (except for the Dunmer and Dominion for lore reasons.) But atleast have them make more sense. For Talos sake! While I'm not sure, I heard that the Daggerfall Covenant is a Democracy! if that's true then how come a "Democracy" in Tamriel was never mentioned before!?

Because the Argonians, now that the empire is weak, suddenly become interested in politics and feel like taking over Tamriel. But they realise they cant do it alone, so they turn to their nemesis who had their brothers working in the Saltricefields for centuries. But since player population has to be evenly distributed among the teams, they also have to gang up with the dunmers rivals, the Nords.
Why not?! The Bretons got down with the Orismer, too finally...

I do prefer a smaller number of factions than 9. I will tell you why whether you like it or not.

Open world encounters in my humble opinion are made better when you consistently run across people you know are on your side. With three factions you have a 1/3 chance of a randomly encounter with a PC being friendly. If there were 9 faction or there was player created factions I think it would feel like you are always surrounded by hostiles. 1/3 is a nice ratio for allies.

If the ratio was too high people have no esprit de corps because their faction is too big to give any meaningful identity.

If the ratio is too small the player feel isolated and random help is rare.

I'd prefer an EVE Online structure, wide open lands, pre-set areas etc, but allow us to build our own settlements, cities, fortresses, trade-routes, etc. There could be an ore-rich area that a guild has claimed and to be able to gain that ore you'd have to play out a political map, basically. Give and take, push and pull, make the world as you want it. Hell, even undercut your own guild to gain their resources, money, etc. It could've be extremely interesting should they have followed that path.

Funny. I'm playing an MMO with 100+ player-created factions (though only 10 or so per server have any kind of serious power) since 6+ years, and it works great - Lineage II.

Pure sandbox games aren't very successful, definitely not on a level to pay for development of an AAA high budget game. EVE is a very niche game and your average gamer has no interest in it and if they did, they would just play EVE.

I don't think factions are necessarily a bad idea, I just think their choices for the factions are stupid and is based on region alone.

Don't get me wrong, with for example WoW, it's okay, because it's just the Alliance and the Horde, and there's plenty of races for each side, so there's some variety (that said, sometimes, me and my Forsaken Warlock want to play with my IRL Alliance friends without having to make a new character).

But when there's only 3 races per faction... c'mon, that's going to get old, fast.

I wouldn't care if human was the only race in an MMORPG. It doesn't matter if there are only three races in a faction. The problem is ultimately what races are in each faction to begin with and whether each race has it's own starter area.
