Assuming that all of Tamriel is going to be opened up now in TESO, how many cities will be in-game? I cant see them implementing all cities from lore into the game. There were 10 cities in Oblivion (including Kvatch), and nine cities in Skyrim.

I know that Winterhold won't be in the game at launch according to UESP, so it's likely that this will be the case for other cities.

Edit: They better put Winterhold in! If it isn't in at launch they sure as hell better add it later. BGS already skimped out on it.

Edit: a quick wiki tells me that Sutch may not have existed yet at this point. Admittedly I brought it up because it might be the source of another lore error. In a strange way, I enjoy finding them. But I'll admit that having the cities right is pretty important.

Most of the "cities in ES games are pretty much towns. The only place that felt like a legitimate city in oblivion was the Imperial city. I'm assuming that each province will have one main city, and smaller settlements/towns in the zone. Or there will be one main capitol city somewhere, since the EP leader is a nord maybe the capitol will be in skyrim.
