That sounds like when you shoot the arrow of extrication at the statue in the Old Way, when doing the final Thieves Guild quest.

That opens a door, not a gate.

There are 2 of these statues that implies it, in the same fort.

Oh yes. It opens 2 gates. Hit the fronthead of the left statue and it will open the gate at your left side. The same to the right side. You can even find 2 arrows near (but no bow:-((). BUT I don't remember in which Fort :facepalm:

Oh wow, my character was literally right outside that fort last week. She didn't want to fight anything so we passed it by.

Undeaddragon got it. Although Fjortred in Bruma also says it, only Thoronir says "todaaaay" with that particular phrasing.
