It's apparently the Mudcrab Merchant.

Thus why it had a few items on it.

Yeah I saw that crab. It was at that East Empire company dock on the...north western coast I believe.
It's like the Hoarker named Lord Tusk on Hoarker Island.

My old pal is back?
Where is he? Is he hostile?
Can I take him home as a pet? :)

I would have imagined him looking more like http://static.skyrim.nexusmods.com/mods/images/5932-1-1326302818.jpg.

Or at least living in a mansion surrounded by his https://www.youtube.com/watch?v=tTFxXrhuoPo.

Pimping ain't easy.

I refuse to believe that he's the mudcrab merchant. He came back though.. I've killed him twice already.
