One handed perks on werewolves

So im starting a new character that uses werewolf form has his primary form of combat and i was wondering if you take that perk from the one handed tree that cuts power attacks by 25 % i think its called "fighting stance" would it affect the power attack in werewolf form that sends enemies flying when i press the right and left trigger at the same time

No, no and um nope. none of the combat perks affect your werewolf in the slightest. Things like Lightstep( not triggering traps) Avoid Death, Snakeblood, Atronach and Magic Resistance (alteration perks) how ever do.

Thanks for the quick reply  , i have another question when leveling up and you get to choose to increase your magic health and stamina, should i focus more on leveling health or stamina ?

depends on the wolf you're building. i generaly find 200 stamina in human form more then meets my needs as a wolf. typicaly if you plan on casting flesh spells before changing, i'd say get all three Mage Armor perks and enough to dual cast Iron Flesh once. That will leave you with a hefty armor boost for atleast three minutes.
If you're not planning on any magic support or are not playing a mage at all, put all the rest into health.

Do a mix of health and stamina. The werewolf only regains health by feeding. So feed a lot. Also by feeding you lv up the werewolf skill tree. Some of those perks are useless without the totems of Hircine that can only be gotten through Aela the Huntress of the Companions.
