When using a one hander and magic in the other can you block with the hand holding the weapon?

nope, sadly you cannot

Blocking is done by holding the secondary attack/left-hand button. If you have a spell in that hand, it doesn't work.

In some kind of non-traditional blocking way, you can.

Wards, in the restoration school of magic that is. You channel a barrier in front of you as long as you hold down the cast key. Some people think they only block magical attacks though, won't know til we see for ourselves i guess
