The ratings on the games aren't linked to the age you register on PSN, so they don't block you that way.
PARENTAL CONTROLS allow PARENTS to control what content can be accessed on a sub-account they create.
From the sounds of things, the only thing blocked is ONLINE PLAY - so SINGLE-PLAYER CoD is fine... but he can't go ONLINE to play.
That's what I'm reading anyway. Correct me if I'm wrong, OP? - if you can play CoD online, but not Brink, it's a glitch either in the PS3's firmware or in the game's code. Probably best contacting Sony support for that one.
