So I just DLed fraps to check my FPS and I am only getting 30.

I used all the console settings that people have posted. I have my Vsync forced on and tripple buffering and 16X Anti Aliasing. I also DLed the latest Rage ATI drivers...

Is this just part of the problems that will be fixed or is there something on my end I need to do?

Same problem here, no matter what gfx settings i use in the ccc or the game, no matter what resolution, my game sits on 20-30fps, it never goes higher than 30fps. I also have all the other dramas everyone is raging about, ive tried all the fixes, config settings, drivers etc. I've spent upwards of 7 hours trying to fix these issues, nothing works, its the epic fail of the year.

Make sure you set fraps to use application fps (cant remember what exactly it says but its under the fraps options.) When you first get fraps it will lock the fps to 25 or 30 when fraps is running unless you change it.
