The Skaal Blacksmith occasionally sells them. You can also find at least one other in a dungeon.

You can also kill the crazy mining buisness guy twoards the end of his quest and get a unique one.

I was pleasantly surprised to find another as random loot in a dungeon chest.
It wasn't the boss chest, either; just a run-of-the-mill chest in a run-of-the-mill room.

They're out there.
