The 8gb install limit is highly likely to do with pirating precaution. The dl version of Infamous was 7gb or so, same as Assassin's Creed Brotherhood. I don't know how the hell they compressed so much of those games, but they're that small. I'm guessing the 8gb install for Rage, is too, a compressed version of a much larger file much equal to the xbox360 version; just my guess.
This has nothing to do with pirating precaution. Sony fixed their epic fail long ago and new games like Rage can't be pirated on the PS3. There a copies on the net, but there is no way to play them with a hacked PS3. Totally useless ^^
The 8GB install of rage is just a partial install from the whole disc. 22GB in total but "only" 8GB get installed, the rest is loaded directly from the disc.
Infamous and Assassin's Creed aren't specially compressed, they simply are only 7-8GB in size. That's a normal size of most games. Not every game needs that much space like rage or L.A. Noire.
The only reason the install of rage is "just" 8 and not 22 is because Sony wouldn't allow it. Most installs on the PS3 are even smaller and it was a nice exception, that rage could have a 8GB install. And id wanted a large installation so they could minimize texture loading.
But a optional full install surly would be nice, although I'm not sure if the game would really benefit that much from it. Texture loading is certainly superior from the HDD than from the disc, but the rest not necessarily that much.
