Outer Vegas contrast issue?

Is it just me or do the areas of Freeside and Outer Vegas have some sort of contrast error, my tv and game settings are fine, every other part of the game so far has the same amount of colour definition as expected but as soon as I enter Outer Vegas even if there are no loading screens in between the game goes paler and losses colour definintion as if the contrast/brightness settings for the game where turned way up. But if it enter a building in those two areas colour goes back to normal.... Does anyone else experience anything like this?

I've experienced this near certain NCR and Legion camps. I think it's by design, to convey a different mood. At least, that's how it felt to me.

Different mood how? To me it's just kind of annoying.

Dark, foreboding, lifeless. If you're out there on the edge of the wastes, in a Legion camp, for instance, I don't really expect everything to be bright and cheery.

I know that Legion camps seen to go a red tint (similar to Oblivion) but this is just the game's brightness going way up without you going near the settings.

I can't tell if it is supposed to be an effect or just a crappy handling of bloom / HDR.

Either way it's ugly. It's like the sun turns its brightness up 50 times in some areas.

I experienced this for the first time today, the screen going all sepia out East. I assumed it was for mood purposes, can't say that I like it.
