You are sent to Dragonstar as either a representative of the Empire or the Stormcloaks to Dragonstar to deal w/ the possibility of civil unrest between Nord and Redguard. Tension is building in Dragonstar. Joining you in this mission is a member of the opposing CW faction to represent Skyrim AND Cyrodiil. Just as you're about to cross the border via road, you find it blocked and group of Khajiit/Thalmor surprise attack you. After dispatching them, with the help of a Ranger's faction, you're given a new direction leading you into the mountains. It's a cave.

Once you arrive on the other side of the cave, you find a squad of Thalmor at the (closed) gates of Orsinium. They are demanding entrance. As you work your way down the mountain, the thalmor issue one last threat to the Orc 'gate keeper.'

Just as you're about to attack, the captains of the squad conjure dragons and start riding them. But they're not regular dragons. They're pure magic. They look like revered dragons but the texture is the same as a bound weapon. Dragonrend won't bring them down. Time freezes and a member of the Psijic Order appears. You obtain a new shout, taught to you by the PO member. You shout and all the magic in the AOE banishes (temporarily). After you dispatch the remaining thalmor soldiers, you loot the Thalmor dragon riders: Armored Robes.

The Orcs welcome you and thank you for helping. Apparently the Thalmor wanted the Orcs to join their cause and grant them access to their City-State, Orsinium, as a 'headquarters' between Skyrim and Hammerfell. Quests and housing can be obtained here. When/if you move on, you eventually work your way down the other side of the mountain, to Dragonstar. There you soon discover that the Thalmor are under the radar causing a rift between the people of Dragonstar (Nords and Redguard) They're plotting to cause an all out massacre and letting the blame fall where it may between the two races. Just as you're about to bring light to their plot to the ruling governments of Dragonstar, you're knocked unconscious.

You wake up in a prison cell, you hear cheers and jeers in the distance. You find out from a fellow cell mate that you're in no regular prision, you're fighting in an arena. You fight your way to freedom, in which you're granted an audience w/ the ruling government. You tell them about the plot. They put you in charge of hunting down the thalmor agents planning this and must react quickly. Once you have discovered the agents and killed them, word is sent out to Hammerfell of the plot. A meeting is secretly set up on the Isle of Stros M'kai between high ranking members of Hammerfell, Skyrim, and Cyrodiil.

If you were on the side of the Stormcloaks, an alliance is set up between Skyrim, The Empire, and Hammerfell. If you were on the side of the Empire, an alliance is set up between Hammerfell and the Empire.

As the meeting reaches a point of hostility, 3 members of the Psijic Order appear: It appears that a traitor of the Psijic Order has joined the Aldmeri Dominion's cause. What's worst, they have stolen a dangerous dwemer artifact that, when combined w/ 2 other artifacts gains the ability to tear a rift into Mundus. The Artifact will only only work in a specific Dwemer location on the Isle of Stros M'kai. Unfortunately, the PO have not been able to locate the traitor or the whereabouts of the other two artifacts. At this point, it becomes a race against time (not literally) to find the other two artifacts before the Thalmor and Psijic Traitor get their hands on them. Just as you and a group of Hammerfell, Nord, and Imperial soldiers are about the set out to hunt the Psijic traitor and the artifacts down, a soldier bursts through the doors exclaiming that a Thalmor Naval Armada has appeared in Hunding Bay and have begun to lay waste to people and settlements along the coast (The armada/battle is nothing more than a distraction for their true intentions: The Psijic Traitor and the artifact). This has caused the need of the soldiers (Redguard, Imperial, and Nord alike) to fight the coming tide of Thalmor soldiers. You and a lone member of the Psijic Order must hunt down the traitor and his Thalmor allies.

The Psijic Order traitor gains one of the other artifacts and leaves a trap for the Dragonborn and the Psijic Order member in the form of new type of dragon along with a squad of Thalmor soldiers. After defeating the dragon/thalmor, you discover where the location of the next artifact is located; under the Palace of Stros M'kai. You are able to obtain it before the Traitor, but just as your Psijic ally is about to transport back to Artaeum, the traitor appears and kills the Psijic member, and taking the artifact with him. Dead Psijic member loot: Psijic robes, a journal, soul gems, scrolls. The journal describes the studies of the artifacts and the final location where the artifacts must be taken to in order to tear a whole into Mundus. It tells of a book in the library on the other side of the city.

You must help turn the tides of battle as you make your way across the city. When you reach the library, you find it in a smoldering ruin. You must search for the book amongst the rubble while fighting off Thalmor. The book tells the location where this artifact will be taken; The Dwemer Observatory called Orrey.

You confront the Psijic member, but find him over powering; more powerful than your 'banish magic' shout. When he begins to weaken, he sends siege after siege of Thalmor soldiers to deter you. Eventually, he's able to conjure a force field between you and him. Just as he's about to tear into the reality of Mundus, 5 members of the Psijic Order appear and use their powers to disperse the wall, leaving you a direct path to the traitor where you unleash on him, ending his terrible plot.

Once the deed is done, the Psijic Order explain that they never intended to become involved w/ the turmoil of Tamriel, but being that this traitor was once a member of the Psijic Order, along w/ the fact that he killed one of their own, they could not ignore the issue any longer. Together, you are all transported to the primary battle between the Thalmor (and thalmor "conjured dragon" riders) and the combined army of Nord, Imperial, and Redguard soldiers. With the Psijic Order's help, you turn the final wave of battle in favor of the new found alliance of men, thus winning the first battle of the Great War.

I want this DLC when does it come out? Really I like this idea mostly for the arena.
