I have found yet another broken quest in New Vegas. The latest victim of what is clearly evidence of poor pre-release testing, the Oh My Papa quest. In order to get the outcome to the game I want, I need to be able to turn the Great Khans against Cesars Legion. However, I cant do this. Why? Because I cant finish the quest. I have done all of the other pre-requisites for the quest, except for one.

I have found the evidence that proves the Legion will kill the Khans after the NCR is crushed at Hoover Dam, however, I cannot turn it into Regis. The quest doesnt even give me credit for finding the evidence, yet the quest marker goes away for the evidence's location. I try talking to Regis, but I keep getting the same dialogue options I usually get for him in regards to turning the Khans against the Legion. I tired reloading before I start the quest and find the evidence first. Nothing. It didnt work. Regis wont respond.

Obsidian/Bethesda, before releasing DLC for this game, try releasing patch fixes first.

Which evidence did you find? One you present to Regis, the other you present to Papa Khan.

It's not exactly broken... there are 2 things here. the matter of Karl journal and visiting the fort. if your talking of the journal... I know the feeling. However you can visit the fort through cottonwood cove by legion boat. In the fort the item is at Caesars tent.
