Well I guess Tullius had to let his axeman get a few swings in to warm up before Ulfric. He may have been dismissive, but deep down such dismissiveness can be costly.
So in Sonja's case, she'd stolen a shipment of skooma from a gang of Khajiit in Cyrodiil and had been chased over the border into Skyrim and got nicked right outside of Ulfric's camp because some stupid horse thief showed up with a few guards in pursuit, and the guards just happened to know about her, too. She'd murdered the Khajiit and a couple of constables and almost had gotten away until then. Sad. What a waste. Such a promising career ahead. She had a lab waiting for her too. So as they say, "heads will roll." But for some reason she wasn't on the list, and there was no trial.
Alduin was the steel chair shot.
None of them are angels. No one who rises to a position of power like High King is an angel. No one who rules an empire is an angel. There is no good or evil in this game. Even Alduin serves a purpose.
