Request for a mod that alters Perk points to function as Perk Unlocks instead (probably maintain the current tier/path of Unlocks but optional systems [Free-Form/All Available or other versions of the Perk Trees]. Where the Perk has no skill requirement but also isn't advanced via Perk points, advanced via Fallout New Vegas style challenges that determine the grade of the perk modified by the Skill rating (and Optional an Attribute score if a mod is done to re-integrate Attributes [ie. Fallout New Vegas Style challenges that act as perma-buffs affecting actions that would be part of the 'Attributes' effect was what I was thinking of].
Having the Perks not tied to skill levels but their effectiveness largely impacted by it would change them into a customisation system essentially especially if they wouldn't be improved except by use rather than spending level up perk points and more reflective of an adaptive RPG system. I was thinking of a Capped system that shifted after a certain point but that would be a more advanced version and not something to even think about til some actual review of the basic concept was done [ie. it would remember what you unlocked/learned but you could only have so many active at any one time - shifting back to knowns wouldn't instant: you'd be rusty and need a bit to get back to your peak but wouldn't have to start from scratch either nor would you be locked into a build at the cap - be rather complicated to work out].
I've seen a system for Oblivion a long time ago that kind of did it in that game but it was buggy as heck because it was always conflicting with the Vanilla system. SInce there really isn't much of a system in place in Skyrim and Fallout New Vegas gave us a model mechanism [Challenges] to implement it, it would seem to be much more feasible.
I could easily do the scripts myself (depending on the Creation Kit UI - I've absolutely have hated the UI's of the Construction Kits and trying to find full Reference Tables on the Wiki's [most stuff is meant to be tutorials]), however, I'm not very active in the community and I imagine the Community will have its own ideas as well plus it would take more than scripting to implement it because there are probably some graphics involved (Perk trees, Perk UI, etc.).
Ideas and Thoughts to share with the Community about this idea/request?
