I apologize if this has been answered somewhere before but I recall that picking perks were available every 2 levels.I'm on level 5 now but I was only able to choose a perk on level 2.If it was every 2 levels,shouldn't I have been able to choose a perk on level 4? Just curious if this is a bug or was I supposed to wait until level 6 before I'm able to start picking perks?

I'm level 4 now and have the same issue.

I hope they fix this bug.I love leveling up and having a choice of which perk I have.I've been wondering why I was unable to pick one so I figured it was a bug.I'm glad that it wasn't just me and someone else experienced it.
