Permanent Level 1 mod, need some help ...

I'm making a mod for permanent Level 1 players (like me) that allows you to start any quests at level 1 that usually have a minimum level requirement.

It's actually going pretty well, the current version of the mod is here:

However, one thing has me stumped. I can't find the initial trigger for the quest "The cursed Tribe".

It's a

Daedric Quests (DA06)

and if i recall correctly it's initially triggered by a dialog option with someone in Riften which puts the Orc Stronghold on your map and sets things in motion.
The Quest stage for that is 10 "I've heard rumors there's some kind of problem in the Orc settlement of Largashbur, southwest of Riften."
I've changed the global variable "DA06MinLevel" from 9 to 1 but i still can't find where the initial stage 10 is set.
I went through all the dialog options for anyone in Riften and there's nothing in there that i could find.

Anyone have any ideas?

I should probably also note that i changed the quest event trigger from "Increase Level" to "Change Location Event" and moved the SM Event Node from the "Increase Level" node to the "Change Location Event" node.

This should, for all practical purposes, trigger the quest initialization (Stage 0) when you change locations, but somehow it's not working for me ...

The initial stage is optional. I did 'the Cursed Tribe' without any kind of rumours.
