Which of the houses, non Hearthfire, available, has the best "personal library", or collection of bookshelves in general?

the Markarth house has a 3 big book shelves all next to each other

it would have to be Proud Spire Manor in Solitude. It has more books and the most shelve space for you books then any other place. I'm guessing you're not counting the arch-mages room in Winterhold, more books there but no space for your own books. Proud Spire has 2 book shelves downstairs, 1 book shelf on main floor and 2 upstairs.

AH yes ^, its about the same book storage then. Solitude house has more but smaller bookshelves.

Markarth or Solitude.

Its been a while but I know the Solitude book cases were bugged for me. I could place books and then no longer interact with the display case. I'm on the PC but do not have interior altering mods.

I like the Markarth shevles.
