photoshop heightmap editor

I'm using photoshop to make an heightmap, but it doesn't seem so good to me, for example 1% grayscale is a very big difference of height, so I get the terrain often broken. And while in CK heightmap editor I can use a tool to raise the height of a cell, in photoshop I can only set the height of the cell, but I need a 4096x4096 heightmap so I have to use photoshop.
Is there a way to change how much 1% is in terrain height?
Everyone says photoshop is better and even bethesda used it so I wonder are there tools I don't know for heightmaps?
