I think it's common to all weapon with a similar enchantment (frost damage)

It just makes it look like it has enhanced version of the frost damage by adding paralyze. So instead of just slowing them down, it actually freezes them.

I've never used teh sword i equiped it and noticed the blade was snowing

and im curious if only this blade snows or if i were to enchant a random dagger with frost would that snow as well ? ad if it does would that mean if i enchanted another weapon with shock it would have lightning comming out of it ? and would a flame enchant look similar to teh sword you could make in fallout 3 ?

I believe Chillrend/Dragonbane have unique frost/shock effects.

It's quite unique.

Frost weapons only get a faint blue pattern on them, whereas chillrend has a special visual effect that causes icey mist to roll off it. Also a frost/paralysis weapon does not "freeze" enemies in the same way, Chillrend's enchantment is specially scripted so that when it procs it makes the target look like it was frozen solid instead of merely paralysed
