I have purchase my first house in Whiterun and have all the decorating items purchased. I like the book shelves and have them completely filled. I still have more books but am finding it really difficult to hand place them. The controls seem not as good as Fallout which allowed you to grab an item from it's edge and ten manipulate it that way. Is this gone or am I missing something?

If you hold the a (x) button down, you can manipulate any item that grab. You have to press the b button to drop the item.

Curious how much it cost you?

The house was 5000 and all the furnishing came to another 1500 about. You can buy ten in pieces though.

How do I manipulate items on the PC?

Hold down the activate button (the E key for PC), and instead of taking the item it will let you pick it up and move it around

So we have to wait for a "Feng Shui" like mod... Nearly impossible to correctly manipulate and place objects in Skyrim :/
