I have never seen someone use Ice Form on a Dragon Priest before. Maybe if they Priest is "fire based" which I think Krosis is. Try it.

Im level 11, and very close to 12, maybe If I can level up my alteration I can rush in, attack level, attack and run out doing minimal damage?

Krosis is listed at level 50. I wouldn't reccomend facing him. Unless you really, really want his mask. Go for it.

If I fought the dragon and survived for 20 minutes Im sure I can kill him eventually.
I also got the Dark elf from the college being a distraction, good thing she is a protected NPC.

update: Im a nord, and Krosis seems to have run of out magicka and is using Ice magic, should I rush in?

i would use marked for death shout
sanguines rose (or powerful summon/follower)
a good bow/spell

i rarely get up close with powerful enemys just for the reason they will quickly finish you off

Go for it. Be sure to bash him continually.
