So if I play with a 360 controller on the PC?

Will I be basically playing the game exactly how it's meant to be played on the 360? Thus bypassing the sh*tty UI bugs and endless amounts of UI problems?

Sounds about right. Buttons are already assigned on the Xbox controller, and it's easier to do what you actually want to do (I have trouble with keyboards). The controls seem to be about the same as in Oblivion, although the button in front of the left trigger is used to sprint now.

i'm tempted to use my controller till they patch the PC controls. I think the controls will be good once they actually spend 5 minutes on them for PC.

Sorry for the nooby question, but can you use any old 360 controller or do you need a PC specific one?

To use with a PC, obviously.

If it's wireless you'll need a bluetooth adaptor, if it's wired just plug and play.

A PS3 controller using the program(It's drivers really) "MotionJoy" will also work, you can set it to use as a normal gamepad, a ps controller or have it emulate a 360 controller, so it's compatible with anything that has gamepad support (or you can just assign keyboard keys to it's buttons).

It's not bluetooth, it's some form of radio signal but it's definitely not bluetooth.
