In Oblivion I played a character that had not used violence at all in her life. When she was breaking out of prison she just ran past all of the goblins and rats and kept close to the guards. When she got out she sighed a breath of relief and kept on her way. She never hurt anyone. Although she did get attacked. But she had a companion that didn't have any qualms fighting, although she would urge her not to use violence, the companion always protected her from bandits and what not. She did eventually pick up a bow and arrow and practicing learning how to defend herself from wild animals, and even learned how to use a sword. But she never used it on a human. That game-play lasted about 90 hours before I built another player.
I read somewhere that you have to progress in the MQ just like in Oblivion (when the Oblivion gates appeared) before dragons start spawning. So if you are worried about dragons you could just probably avoid starting the MQ. I don't know first-hand, just what I read in a review somewhere.
