I had thought I got it under control but apparently I really don't. I'm looking here for help once again but here's the issue...

I have a completely fresh installed game, All previous saves were deleted everything completely fresh, no mods at ALL, I don't even allow the High Texture DLC to load, and on top of it all I am using steam in offline mode just to make sure cloud saves don't conflict with me at all. Even after doing all this to make the game as barebones as possible, with no interference from my end, the game is freezing constantly, mostly during loading screens but fairly often when just walking around outside as well. When it freezes it just hangs there for a long time, pressing a button will cause skyrim's screen to go white, in the windows explorer (not responding) kind of way and it will ask me to either close the program or wait for it to respond, I opt to wait and usually after a minute or two it will unfreeze. These freezes occur about every 10 minutes, sometimes less, but usually I can't go for longer than 10 without getting one. Also more frequent when I load areas.

You can imagine how this would make the game unplayable as for large stretches of the game im literally not able to play. This issue happens both on my SSD and on my HDD. because I tried I could rule out the SSD being the issue. It's not a problem I get with other games so I really doubt it would be a hardware issue seeing as skyrim is the only thing that this problem occurs in.

If you have any suggestions I would be happy to try them, and if you have any questions such as needing more information I will gladly provide it.

Firstly, post your DxDiag details using spoiler tags.

Can you detail exactly how your performed a completely fresh install?

Also, where did you install the game, under program files?

Additionally, post your SkyrimPrefs.ini and Skyrim.ini contents using spoiler tags.

Edited the main post to add the DxDiag and the ini files, I put it in pastebin.

How I uninstalled was I went into steam and told it to delete local files, then I went into my steamapps common folder and deleted the skyrim folder that was still there, then I went into documents/my games and deleted the skyrim folder there as well, then I went into my program files and uninstalled steam.

After that I ran CCleaner and did the wipe there and also wiped the broken registry keys. Then I reinstalled steam on my Z drive, which is what I named my SSD, so it's Z:\Steam I only have games on that drive windows is on C. Then I installed the game through steam and let it download and patch up. After that I put steam in offline mode to launch the game so I wouldn't have any cloud interference because I hear older saves can screw with fresh installs, and then I unchecked the High Texture DLC. It should work fine since I'm on a 64bit system but I wanted to test without it just to make sure.

The only edits I make to the INI files is I turn on papyrus script logging and I turn off Vsync and mouse acceleration. In game I make sure that the xbox controller options are unchecked. I turn off grass shadows as well. I also run the game with +fullproc on because otherwise I get no CPU usage in the game, it helps a little bit with the freezing.

Its sounds like you know this stuff, did all the correct uninstall reinstall wizardry, so this might be tricky otherwise you would have probably figured it out

Some suggestions. Turn vsync on. It svcks, but, skyrim goes weird without it.

There is another folder that should be wiped when uninstalling skyrim. Its the User/YourUserName/AppData/Local/Skyrim folder. I believe AppData is a hidden folder. Not sure if you should do that after installation. But if all else fails...

In the game settings, turn off all types of save options.

In the DxDiag, your currently using 6.5GB of your 9GB pagefile. I have no idea what you were running when you did the DxDiag, but if you were not running anything heavy at that time, you might want to check that out.

Your monitor refresh rate is 59Hz, im not sure how well that plays with skyrim, and is unlikely to be the cause of the freezes, but try setting to 60Hz if possible.

You mention you have pap script logging enabled. Could you try to run the game for 10 minutes, shorter is ok too, and then post the contents of the papyrus log in pastebin?

Are you logged in on an administrator account? If you are, try turning off UAC if it is on. Or, search for the Take Ownership registry tweak for Win7 on google, install it, and take ownership of the Steam folder.

Do you have Data Execution Prevention (DEP) on? If it is, turn it off. The settings for this can be found in Performance Options, on a tab next to the Advanced tab where you set your pagefile.

Do you use a program called Gamebooster? If not, try it out. Will close down all unnecessary programs and services which may interfere with gaming. On top of that, make sure all anti-virus/ firewalls/ anti-malwayre/ anti-spyware programs are off or on gaming mode.

Try a program called CleanMem, which will defrag and clear your RAM every 15 minutes. Set it to 5 minutes. May help. It does not close skyrim.

Try a Program called Processor Lasso. Its like a better Task Manager. start Processor Lasso, start up skyrim, minimize the game, find TESV.exe in the list of processes in Processor Lasso. Right click on TESV.exe and set cpu priority to high, set I/O priority to high, and set the power plan to gaming mode.
