5) It makes no sense even when considering the established lore for the game, as none of the factions are purely race-based. If they were, there would be 9 separate factions.
Imagine how god awfully hard, how long it would take and how much work it would take to design 9 entirely seperate and different leveling sections of leveling content and even more to try and add addtional content to those 9 provinces a regular amount without a good 6 or 7 provinces playerbases going up in arms at the slow speed of content or general lack of it. Not to mention just try to imagine how stupid it would be to see a 9 sided war going on.

...what makes you think having 9 entirely separate leveling sections is even necessary or would be the only option?
How about we have the player level via exploration and choosing what content they dabble in instead of having dedicated "leveling zones"? Why can't they just have content for EVERY level in the zones, and leave it to the player to explore-choose what he/she does and how he/she levels? This should be Elder Scrolls, not Warcraft.
And before you say "It can't be done in an MMO" may I point out Ultima Online, the father of all MMORPGs, did exactly that. UO had no "leveling zones"... you just explored and gained stats/abilities via your skills. You can run into a dragon cave at a tiny level (but obviously little guarantee that you'll survive!

I was answering that having 3 different experiences is a good thing. There are some that get easily bored. Not me, as I play my main character endlessly and do an Alt to see other things.
