There is. I have found a couple. They are worth hanging on to so you don't have to try to find another one. Did you look at the tomb on the island East of the Skaal village? Inside you will find a dead adventurer with one.

But yeah, sarcasm aside. The Skaal guys sell them. I believe they think they're a weapon or something, although, they basically are, in some respect. :ermm:

I've retrieved the Stalhrim source map but when I return to Baldor there's a marker over his head but when I speak to him there's no dialog options. He just says "terrible times" and other banol statements. Whzup wit dat?

Likely a bug.
Check the bug section ofhttp://www.uesp.net/wiki/Dragonborn:A_New_Source_of_Stalhrim.
Probably best to reload a save.
