Via console its a bit iffy, even multiple functioning followers is not all it could be since theres only 1 real follower while the rest are pseudo followers, and Marriage? you can Remarry through console like if your wife dies, but to have multiple wives not that I've see.

Addtofaction 19809 1 adds an NPC to the marriage-faction, allowing players to marry this NPC.

I'm not sure how this would work exactly for NPCs that don't have voiced marriage-related dialog.
