Not sure what you mean. Remove everything from your previous install - the esp (esps in your case) and the Streamline folder in Data. Load a save, resave. Install 3.1 and the patch. Now you should only have the Streamline 3.1.esp (and a new Streamline folder of course). Activate it and go from there.

k started it up with stream line but theres no ring like in 2.0 and i tried what it said on the tesnexus page about pressing ctrl+home and nothing happens

No, there's no ring in 3.1. Ctrl+home should work if starting the game via the obse_loader (and if not having an ancient version of OBSE). Did you do a clean save as I recommended? IIRC, this can happen if not doing that. Anyway, hope you get it to work - you should be good to go if just following instructions/readme.

this is really bugging me..... ive done about 3 clean saves now and still nothing.... i have obse 18 and i even went into the oblivion folder and started it through the obse launcher just to see and still nothing.... what all is suposed to download out of streamline.exe? when i ran them i directed their contents to my desktop for easy access and all both of them gave me was the esp file is there more im not getting?

I think you're supposed to install it to your data folder and inside it will place a streamline folder and the esp
