The world still revolves around the player. Enemies and loot will level with you.
It's not as extreme as Oblivion, they've added a few hurdles for the scaling to leap, like locking some areas at certain difficulties depending on when you come across them, but ultimately you may still get the same lack of immersion that Oblivion suffered from. That feeling that everything reacts to you, rather than your character entering a world that seems like it lives & breaths without you.
On the plus side there is no longer a straight horizontal difficulty curve anymore, it does rise and fall in places.
Overall the game is more fun than vanilla Oblivion, it's not perfect though. If you have the choice, get the PC version so you can mod it.
