I have a question I have about 300 bounty in Whiterun. And I have to go to Riverwood for a quest. But the people there keep attacking me. And If I go to Whiterun they constantly attack me. I don't know how I get rid of this bounty?!

Put away your weapon near attacking guards. They'll approach and demand payment or jail time.
