What you're getting is all the patched content that has come out since Shogun 2 when gold, which is often a month or more prior to release. Increasingly developers are using this opportunity to develop day 1 patches after the master disc has been sent off for retail duplication, and these patches can be quite large. Unfortunately Steam does not compute differences between your files and the patched files and instead simply downloads the new file in its entirety to replace the old one. It's not the most efficient way to distribute the patches, but it IS the most efficient way to store information about the game on Steam's servers and the fastest way for the patch to be rolled out after the developer uploads the new files.
Once you've got the game patched, you can create a Steam backup of the title within Steam to avoid having to download the patch in the future.
