Great post! As a nit-picky little detail correction, the hide is being fleshed not tanned. That character is scraping away all the fat and flesh from the hide, tanning comes later, after it is dried with salt for a few days to weeks. You didn't get that anol did you!? Yes i did! But I'll give you that it is a precursor to being tanned.

From what we know of Falmer up to this point the appearance of those creatures seems to contradict the lore.

Its late and I would not be able to dig up the source if I tried, but I know at least one of the previews from a long time ago indicated that the goblin design has been rehauled quite a bit. I wouldn't entirely toss goblins out of the running.

However, I would hope goblins still look more akin to Oblivion's caricature in the first place so hopefully they are something else: I just hope they aren't what that awesome concept art every one was assuming was a falmer was, because that looked far cooler.

I'm betting they're a re-imagining of the Fryse Hags from the Bloodmoon expansion.

Looking closer at the hands they look more like bird talons. And it definitely looks like feathers coming off their arms. They may just be Harpies.

in another thread they have been identified as RAVENHAGS
which i think is the closest ive heard for them....apparently someone overheard/saw a loading screen with a ravenhag model and blurb on it. from description these fine ladies fit the bill.
cant find the thread now but it was one discussing the images from the new footage.
