I think charm is gone in Skyrim. There are no perks for it in the Illusion tree, and Speech was given much more importance. It would be pretty unfair if Illusion could do sneak, speech, and illusion all in one skill.

Visual reconnaissance suggests that it's voulmetric and not related to value.

No, investing heavily into the speechcraft tree will make you a speechcraft master. Persuasion attempts also increase your skill and it looks like there will be a lot of them.

There's a bit of a, dare I Say it, Mass Effect Style to the speech this time around with either Persuasion or Intimidation being the focal points.
Hum I have looked at the "speechcraft" perktree and there are I think 3 perks the could be associated with speechcraft there ... so "heavy investment" seems not justified .. I think. Anyway I hope playing with speechcraft will still be fun.
