So your point is that since once upon a time there was no Internet, access to the Internet shouldn't be a human right?

Once upon a time there was no democracy - voting shouldn't be a human right.

And if your point is just that those should be called "human privileges" instead of "human rights", well... semantics. :shrug:

But the whole point of Human Rights is that they should be applied to everyone, equally, across the globe. That's why they call it a Universal Declaration...

You could argue that health care is a human right, but this doesn't necessarily mean that it will or can be applied equally in all places. Some nations may decide to include alternative medicines, some may not. Some may simply not have the money to provide similar quality of care.

In first world countries, there's no reason that anyone should be without internet access. That doesn't necessarily mean internet access in the home, but that people should have a reasonable means of accessing the web. This could be accomplished through public web cafes, through libraries, or by taking steps to provide web access in the home for those otherwise unable to afford it---a government-run ISP, for example.
