Europa Universalis III. It strikes the right balance of fun and complexity/realism for me. Victoria II and Hearts of Iron III are too complex, and your ability to redraw the map is too limited in Crusader Kings II (plus it's slower-paced). On the other side of the comparison I've always found the strategic part of Total War games a little lacking in depth, even with mods. Unlike many historical games, in EU3 the typical late-game consolidation and blobbing is actually historical, since the time period it depicts is the period marked by the increasing ascendancy of Europe and centralized states. This is a big plus for me, I've always been bothered by a Rome Total War late game, for example, where there are just a handful of powerful states covering the whole map, which wasn't what happened in our timeline in that period and would not have been possible.
Alternately, Fallout New Vegas. I like both the cowboy and Vegas motifs, as well as Fallout's brand of retro-futuristic aesthetic. Love the cheery optimism of the fifties juxtaposed with the harsh, pragmatic wasteland. and the Vault Boy. It's true that Fallout 3 had a lot of these elements too, but to me it feels like FNV is the polished version that fully realized the potential of the premise. It also has particularly strong writing wrapped around engaging action and role-playing. I especially like the comparatively realistic and nuanced way it handles imperial factions and regional politics, which imo is far beyond any other RPG/action game I've played yet. It has a strong set of DLCs with an overarching story that, at least for me, sets the bar with which all other games' DLCs are compared against. Lastly but not least, under the umbrella of 'strong writing', it has a number of homosixual characters where their sixuality is not the focus of their characterisation nor shunned, but just a normal facet of their character.
