They really should have toned it down.

Care to state why? What's overpowering about it? What shouts does it overpower?

You know I used MFD and it didn't really do that much for me. What's so OP about it?

Err, it makes dragons go down in seconds, completely destroys them. any boss character is a cakewalk if they are susceptible.

I've used Marked for Death and it eats away at their health over time, but in no way does it make it "go down in seconds" or "completely destroys them".

How would this be any more OP than say, Storm Call or Call Odahviing/Durnehviir?

I used it against Draugr deathlords and it didn't too much to them. I didn't one or two-shot kill them. I have yet to use it on dragons nor do I really plan to.

Wait...what? Ok, lets look at this...

Marked for Death, at all three words, does 3 pts per second damage. That's 180 total damage. Then it reduces the armor by 75. A dragon has no AR to start with.

The reason it is OP is because the mechanics of the shout, and the game are stupid. Marked for death lowers resistances to everything, even to shouts. If you use marked for death repeatedly on the same target, the vulnerability stacks on top of itself. Also, most enemies have less than 100 armor rating, and all animals/dragons/ non player race enemies have usually 0 armor rating. So with marked for death, you are actually making them have below 0 armor rating. Also, if they did not fix it, it can also become permanent on fixed spawn enemies.

it reduces armor rating by 75 PER Second, so after 60 seconds their armor rating is -4500

So this shout is glitched?

It's a relic of the "weakness to" effect from Oblivion and Morrowind. The effect stacked on itself, causing the lowered resistance and effect to become multiplied.

As said the shouts biggest feature is that it removes 75 armor rating per second and will take enemy armor ratings into negative values meaning bonus damage.

An enemy hit by a 3 Word Marked For Death will be taking 62.5% extra damage after just 10 seconds and 125% extra damage after 20 seconds. The armor reduction is permanent and multiple uses will stack.

3 health and 6.25% damage vulnerability per second is what the shout does.

The shout is pretty broken when it comes to high health targets such as Dragons but it's hardly useful on your run of the mill cannon fodder enemies b ecause it takes time to work.
