It would help if you finish reading my posts the monument is broken and was there before Ulfric's time there is nothing in game that suggests he still follows those rules. Dunmer however suggest it has gotten worse sense he's taken over hinting towards the latter.
One Dunmer with an agenda (look upstairs in the Cornerclub - you'll see) insisting that it's 'gotten worse' does not imply that rules are no longer being followed. Nothing in the game suggests that those rules were broken. Why would the Decree even still be there if they were?

It does mean that you have full access to property and employment rights, thereby proving that all 'Ulfric keeps us in a slum boohoo' complaints are utterly fabricated. The Dunmer can leave the slum if they wish, and at least two of them have done so.

Are they really? There are only two openly hostile Nords in Skyrim, and of all the Dunmer only one - Ambarys - actually makes a point of complaining about racism. They have the same rights as everyone else in the city.
Last I checked the guards are looking into it, they may not be successful but he still has them looking into it.
The guard you speak to tells you openly that there aren't enough resources to investigate and that Ulfric prefers them all to be focused on the war effort.
As for Ulfric if he isn't doing anything to stop it he's part of the problem plain and simple
Stop what? Stop the personal opinions of two Nords? I think Ulfric has bigger things to worry about.
Also of course people wanting to rule themselves isn't racist it's the stuff they are doing to the Dunmer and the rest of the races that is
What, exactly, are they doing to the Dunmer? With the exception of Rolf and his friend, nothing is up.
