I think its just that we are very familiar to the monsters of Skyrim so it doesn't scare us. WIth that said I used to jump when ever a Dragon Priest popped up and I still jump when a Saber Cat runs up on me out of no where.

Companions are scarier than enemies. They often just suddenly run up in front of me

Well, I once turned around to have a draugr right in my face who had no business being there. That gave me a fright.

But yeah.

Atmospheric might be a better word. I do think the Dwemer ruins were quite atmospheric but it's not scary in the Penumbra way. Maybe a better word would be "fear" when describing the dragon priests or any other enemy out-of-the-ordinary, like wispmothers.

Yeah of course its not a horror game, but at least if we have cannibals or weird monsters adding a scary ambience will be awesome.

This ^^

There are times that it startles me. Like when I'm walking along and turn around to see a sabrecat paw in my face.. or a spides legs poised ready to attack. But this game doesn't seem to be designed to be scary.

Why isn't scary? 'cause Skyrim is a nice neighborhood meant for building your barbie dreamhouse, adopt 20 kids and bake bread all day.

The fact that we're not very helpless adds to it. Horror games that can real fear (not jump scares) have it so that the player is left helpless/mostly helpless. This is very much why games like Slender and Amnesia are very successful, because not only are they in an oppressive atmosphere, but also due to the fact that both games have it so that player cannot do a single damn thing to protect themselves, other than run away and hide.

Exaclty, blocked somewhere in a dark zone against horrible enemies with very bad equipment. Alone.

Game needs more Ghost and Wraiths. One thing that did scare me in Oblivion, was the haunted manor in Anvil. The House of Horrors quest in Skyrim gave me that same feeling.

I jump when J'skar pops up in front of me with a dragon priest's mask on...and he sort of reminds me of a snowy sabre cat.

Cowardice must be my middle name, because even after all the times I've played Skyrim there are still things in it that spook me, particularly the Dwemer ruins. If my character can't stealth through them I tend to avoid any quests that require visiting them.

Jep. Just re-played the opening scene for the first time in a while & that is scary...even knowing how it's going to end - all I want to do is run! There are a few other scary parts - specifics escape me right now - but in general - it is more startle than scare.

I actually thought it was, parts of it anyway. That long, dark cave system during Dawnguard as you go through Forgotten Vale for example.
