The fact that we're not very helpless adds to it. Horror games that can real fear (not jump scares) have it so that the player is left helpless/mostly helpless. This is very much why games like Slender and Amnesia are very successful, because not only are they in an oppressive atmosphere, but also due to the fact that both games have it so that player cannot do a single damn thing to protect themselves, other than run away and hide.
